Yes, it is true. Note that I said the past 20 years, roughly from 2000 forward. You may be correct in 1990, but heres the recent data from 2000 to 2018. There was a similar study in 2020 that shows the same for 2019-2020. If that has changed in the last 3 years, it is still not enough to move the average.
