Because 1) The PRA mandates he retain them until they can be transfered to NARA, and 2), there's a 30 month duration written in law as an expectation of time a former President has to review and transfer these documents.
That expires next month on July 21st, 2023.
He also has the exclusive authority to decide which records to keep regardless of classification and NARA has zero authority. NARA broke the law by sending the FBI and sending the documents to the DOJ. The PRA explicitly proibits this.
All records have to be available to Trump and anyone Trump give access to fir the duration of his life and NARA carries out security, but the former President is who governs that security for 12 years.
None of this case makes any sense honestly.
